Joyce graduated from Manassas High School in 1965. She later attended the University of Memphis and Hofstra College in Hempstead, NY.
Joyce met the love of her life, Frank Bastian and the two were united in matrimony in 1989. To this union was born one child, Antonio Guiseppe David Bastian.
She was employed for 27 years with Internal Revenue Service as a Tax Examiner. Joyce later transferred from New York back to Memphis after the death of her husband.
